In Frostpunk 2, laws are foundational to governance, directing the growth of your city and impacting the lives of its inhabitants. Similar to its predecessor, you will frequently encounter choices regarding the approval or rejection of various laws. To ensure your society thrives, it’s crucial to propose and secure the right legislation.
Decisions on laws are made through votes by delegates representing different factions in the game. To effectively lead your city, you must navigate competing faction interests and skillfully negotiate with your opponents to gather enough support. This guide will help you understand the process of proposing, negotiating, and approving laws in Frostpunk 2.
The first step in your lawmaking journey is to construct the Council Hall in the Central District. Early in Chapter 1 of Story Mode, you’ll unlock the Council, where you’ll familiarize yourself with the lawmaking process during the initial Vote of Confidence, determining your role as Captain.
Once this vote is complete, you’ll have the opportunity to propose and vote on subsequent laws. To successfully pass a law, it must receive sufficient support from the Council. You can introduce new laws every 10 weeks, but to achieve approval, you need at least 51 votes from the delegates.
Laws can be proposed from four distinct categories: City, Society, Survival, and Rule. After selecting a category, you will need to choose at least two topics for which you wish to enact a law. Click on "Propose" to present your law to the Council of Delegates. They will then decide whether to approve or reject your proposal.
Each law is accompanied by a progress bar that reflects its likelihood of passing. Delegates may show support, opposition, or uncertainty regarding the law. To bolster the chances of approval, consider voting for the bill yourself by clicking the "Vote" button.
If you find yourself lacking the votes needed to pass a law, negotiation with the various factions in the Council becomes essential. Click on the "Negotiate" button and target factions where many delegates are "mostly hesitant" about your proposed law. These delegates are more likely to be influenced through negotiation. You don’t need unanimous support—just enough votes to secure passage.
While some factions may refuse to engage in negotiations, those that are open will present specific demands you must meet to win their votes. Fortunately, you only need to satisfy one demand from their list. By fulfilling these promises, you can sway hesitant delegates within a faction to support your law, potentially even turning those who initially opposed it into allies.
By mastering the art of lawmaking and negotiation, you’ll strengthen your leadership and pave the way for a prosperous future in Frostpunk 2.
